I only cut my newborn's nails when she was about 4 weeks old. Before that, I put on mittens for her so she wouldn't be able to scratch her face. The best time to cut your baby's nails are after a bath or when he is sleeping. http://sg.theasianparent.com/easy-tips-for-cutting-your-babys-nails/

Yes, you can trim them when they are sleeping. I am using this Pigeon brand nail cutter for newborns. It is very easy to use and will not hurt baby's fingers as it has the safety rounded tip.
