Yes it's normal. They can go to church. And go for water baptism without ANY parental consent. I witness it myself (but didn't go thru it) it seems like you don't need any parental consent in order to be baptized The church i went to was quite a popular church for pulling youngster in.

I went when i was arnd 16? (Peer pressure) I was actually baptized with the holy tongue without knowing. After i been 'baptized' then i was informed. But i stopped going after awhile cos i didn't like how they kept on preaching on tiding and all. Not to offend the religion la. But it was my POV

From what I know they will usually talk to you. I guess it also depends on the age of the child. Most of the time it's not an issue especially if you are referring to teenagers.
