Helper using phone day and night

Just wana know what is your helper behaviour like. Initially when employ her, I told her only can use phone at night from 9pm onwards. But she use phone to surf net and call family and friend as long as the employer is not home ? Even when I'm he she can continue continue use and chatting away. Told her not to, but still same. Overall her job in cleaning is not fantastic, can be improve, taking care of children wise still good. She is 1st timer in Singapore.
