Being clingy is not just a sign of teething , it is just a normal phase of babies. My gal suddenly became very clingy around 7-8mo. Whenever I left her side she will cry. It gets worse as separation anxiety sets in and they get wary of strangers. Teething babies may be clingy because they are uncomfortable and need comfort from mommy. The clingy phase is what every baby will go through and will last for several months
some babies do that a lot, and one of mine did too. the reason is that it is a painful and uncomfortable time for the babies, and they constantly want to be comforted and reassured. that's why you feel they are clingier than other times. give more love and attention till those little pearls make an appearance :)
I guess during the teething stage, it's just really uncomfortable and painful for your little baby. If I were him, I definitely want someone to snuggle and cuddle with me, smother me with hugs and kisses and just be with me. So just bear with the clingy-ness and be with your child. It'll pass. :)

Yeah absolutely. My baby just wants to be hugged constantly and cuddled now that she is teething
