By shouting do you mean irritability? If so yes, it very well could be that your child is teething. If your child is running a temperature however even with these symptoms, it's always better to take them to a doctor.

Yes they could very well be signs that your baby is teething. Check his or her gums and see if they look red/swollen, or if you can actually see a tooth.
