Cafe Melba located at Goodman Arts Centre near Mountbatten MRT. The atmosphere is laid back so the adults can have a good chat. While doing so the kid can play on his own at the playground. The food looks good as recommended by Asian Parent http://sg.theasianparent.com/cafe-melba-a-hidden-gem-in-the-east/

Airport! It's less crowded, and so the restaurant usually have a lot of patience with family with kids, won't like chase you away(like clear ur plate once finish, kind of rush u). I like to go less crowded place, hence can enjoy in peace especially i have a kid with me. Mess will happen at times.

There's Zaffron Kitchen which serves Indian food with a dedicated play area for kids and located at East Coast road. The Coastal Settlement in Changi Boulevard also has a playground for children. http://sg.theasianparent.com/kid-friendly-restaurants-in-singapore-2/

You can try 'Rice and Fries'. It's an unpretentious diner which features a decent Western menu, and most importantly, wall-sized blackboards that will tickle the creativity for older tots. I think your 4 year old will have a blast and the adults can catch up too!

Royals Cafe located at Upper East Coast Road. A popular Halal family cafe which has a small corner for kids to play Lego. Kids menu is served there too :)

Eat Play Love is great for kid and adults gathering. http://www.eatplaylove.com.sg/
