Hey, kids do that. My daughter is 6 year old and she finds my talking over the phone, as the best time to get things done. Like, if I am on the phone, she would say I want to watch television which I wouldn't have put if I was not over he phone and she also knows that it is not her television watching time. So, sometimes the calls are formal and not to be disturbed I let her watch. In your case, your baby is three, and she for all that time you are on the phone, feels attention deficit and to get your attention back, she may be throwing tantrums. I think, before you get over the phone, engage her in some activity that she be interested in for a while or during the time you are on the phone. This way, you will be able to talk in peace.
at 3 years your baby will require a lot of attention. my kids also went through this phase and i know it can get really irritating at times. however, the more you ask them to stop, the more they will not and will ask for more attention. i would say that even while you are talking to others, maintain regular eye contact with her and keep asking her what she is doing, or give her a kiss now and then. it will show her that you are giving her attention even while you are busy with others. this is a phase and she will grow out of it
your baby is going through a clingy phase and wants your attention all the time. this is very normal for babies, as they always want to be the center of all conversation and activities. my kids still keep interrupting me if i am on the phone or talking to anyone in person, and all they want is for me to look at them and acknowledge what they are doing or saying. maybe you can just take a few seconds out of the phone call, look at your baby, give her a hug and smile and then talk, and then repeat again.
It just one of the phases that your child is going through. I suggest, give her toys to play with or give her a toy phone, and she can role play and pretend to be talking, and you can do your own thing. Or make her understand nicely. Do it everyday when she is in good mood, and eventually understand. Not that she will stop doing it altogether but, yes, she will do it less.
i also got a toy phone for my kid and have asked her to speak on the phone whenever i am talking on the phone. in fact, i pretend that i am talking to her, and she keeps answering and talking on her toy phone. this keeps her busy and i get to complete my conversation too ;)

kids need attention....try to avoid taking calls in front of your baby. This is pretty common in kids
