It depends on your contract, however many government posts do not permit moonlighting. If there is nothing in your contract then I would suggest speaking directly to your manager.

Take a look at your contract or binding letter that was issued at the onset of the employment. Understand your rights and obligations. And then take a more informed decision

As far as I know, most of the government jobs doesn't allow that, which country are you referring to?
