Is the dry skin making the skin look "tight"? If so, it could be a rash that occur due to the heat and lack of hydration. Keep baby hydrated with breastmilk or formula and try rubbing on a hypoallergenic lotion after baths. Do skip soap and long tub sessions, which can irritate skin and keep your baby's surroundings humidified.

My boy have this on his cheeks and Chin as well , brought him to see doctor and was prescribed a cream after using it , it healed quite a lot within a few days , doctor say it’s a common baby rash for his

My baby was like that too. I used a lotion La Roche Posay Lipikar Baume AP+ and La Roche Posay Syndet Lipikar for body wash. Just two days the skin returns to normal.

I don't think it looks like eczema. Have you tried putting extra virgin coconut oil on it and seeing if it goes away?
