Yes, it is safe to use sunblock for babies although I don't use one for my babies as I really don't expose them to direct sunlight. Some of the safe sunblock brands recommended for babies are Aveeno baby with SPF 50, California baby SPF 30+, Tru Kid PSF 30+. Here are more brands you can choose from: http://www.popsugar.com/moms/Safest-Sunscreens-Babies-Kids-17218020#photo-30569679
I wouldn't use sunblock on babies as well. Just shield them with the canopy of your stroller or carrier hood. I like Innisfree because it contains 100% natural mineral ingredients. It's also free from mineral oil, parabens, artificial fragrances and is safe for baby's skin. http://www.fda.gov/ForConsumers/ConsumerUpdates/ucm309136.htm
It's advisable for babies under 6 months old to not apply any sunblock as their skin is very thin still. For older babies, I recommend using Californiababy sunscreen. My older daughter uses this and I like the smell. It's also non sticky although I get my daughter to reapply every 2 to 3 hours.
