Who makes the decision when buying a family car?

my latefather passed away when my age 13 and my younger brother that time age 8 month...after my elder brother finished his study and graduate ..he got the job for the work...then he will decide to buy a car with my elder sister to make sure our family easy to go anywhere and place if got any matter to settle esp go to bank..pay the bill and etc...before that we have the family car that ayah buy it before he dies .but we sell it to pay any debt that we have at that time and the same time my latefather car broke down..so we need to sell it to cut all the debt that we have to settle down after ayah passed away

My mother buy a family car 2-3 year after my father passed away . Before that, our family have no family car.
