Child Slow Processing Speed

Anyone of you know about slow processing speed in child? A person is intelligent but only do something (homework) slower and cannot finish task on limited time. How to evaluate this sympthoms to prove to school that a child is actually not lazy to finish the honework? Anyone come across this problem?
