Baby reaching for toys hanging above

My 4.5 months old baby doesn’t seem to be reaching for toys hanging above him when I place him lying flat on those play gym set. I see babies actively reaching out to toys hanging about them at this age. He can hold things when we hand it to him but he doesn’t reach out… is this normal? Anything to be concerned about?
