infant botulism is the issue. The recommendation is no honey before 1 year but my home country (NZ) recommend post 2 years of age. basically, an infant can ingest bacteria that produce toxins that they are not developed enough to manage. By 2 years of age, you have enough balance/helpful bacteria to manage any worst case bacteria scenario. 1 year they say or personal choice lowest risk at 2 years. Also, consider if you have given any antibiotics within 1 year you have killed any good bacteria in the digestive system. I can't do without manuka honey or any honey actually - so helpful for the kids now.
