When taking a passport pic, can my baby girl wear a hair band?

According to the ICA website, no head covering or hat is allowed unless it's religious. I had longish bangs a few years back and I was advised to wear a headband to keep the hair out of my face but that's for practical reasons. Baby head bands (correct me if I'm wrong) tend to be "big" with their bows and flowers; more of an aesthetic thing, so reckon it's not advisable to have them on. My friend was not sure what is allowed for her baby's photo so she took her baby to the ICA building to get the photo taken. They vendors there will know what and what not to wear and it will save you a trip and the time. Here's a useful article regarding taking passport photos for babies.
