I think when you can see that your child willingly hold colours and has a good grip, you can enrol him in drawing classes. You can encourage him in colouring and drawing at home and let him draw him whatever he does. And once he starts colouring, initially praise him the way he does and ;after him you can guide him how to colour inside the outer lines and other things. When the kid is 5-year-old, he is old enough to understand instructions. And before that you can encourage him to draw and colour at home. You can also sit and draw your own thing along with him. When kids have company, they love to do the activity.

I think once the child has mastered how to hold a pencil properly and show some artistic flair or interest, you can do so. My niece is one of those kids who is artistically inclined and she started going for art classes at the age of 4. She went for the classes arranged at the nearby community centers.

I enrolled my little one into Drawing class at the age of 4 years since he loves to draw. I noticed he had a potential for it and I went and spoke to the art teacher. Glad I enrolled him early because he can draw and colour really well now for a 5.5 year old and I am so happy.

When the child can listen to instruction? Perhaps check with the teacher or bring the child to trial class to try it out? Usually art classes would starts from 5 years old onwards. But of cos if the child is ready why not start earlier!

Between the ages of 4-5years should be good. Speak to an Art Teacher and get some advice or if you notice your child loves to draw then you should go ahead and enroll.
