I would say there are many reasons for whining accompanied with slow weight gain. It is not fair for the PD to just assume it's based on the milk intake. Firstly you should ask yourself if baby is peeing and popping normally? What's normal will depend on your baby's age. Secondly baby's growth will tend to slow down a little from 6 months onwards. So how do you define slow weight gain? As long as baby is not losing weight I do not think it's a cause of concern. Anyway, cereal is considered solid food and is advisable to be offered only after baby is 6 months old. Moreover I don't get it why does formula have to be offered when you have enough milk supply. Other reasons for slow weight gain can include cholic or reflux where baby is bothered by the discomfort and not drinking much. Your baby should be allowed to grow at his own pace and not judged by charts and numbers of statistics. You probably should change a PD and seek a second opinion. If you really decide to follow the PD's advice to substitute with formula then you also need to be prepared for a drop in supply. Different milk powders work differently among babies. I suggest you obtain the samples from the companies to try out before you decide which suits your baby best. Keep in mind there are no samples for infant formula below 6 months of age. Reminder: don't drop into the top up trap!

Perhaps you could try ways to increase your supply? Personally, I kept my stress levels to a minimum (almost none), drank lots of fluids and I like to snack on oats. I've heard good things about Bellamy's Organic. I think it depends on your child. Maybe you could get samples from the companies to try out first?
