Rashes or normal?

Hi mga mommies normal po ba yung mga butlig sa mukha ni baby ko? Or rashes na po ito? Parang biglaan po kasi, 3weeks palang po si baby ko.

I think mommy it's normagk but c baby ko when I saw that on her face and also to her arms I've tried to apply some Johnsons cooling powder and it vanish like magic maybe it's part of their drying skin,... But I guess it's normal for their early age
