If I didn't remember wrongly, the correct way to make formula is water first then powder - so you could just have warm water in the bottle and pour bottle in and swirl :) Don't shake the bottle (up and down) but just swirl it in a circular motion! I don't know about the temperature but you could probably check the back of the tin for proper instructions!

Because the formula brand I’m using now is powder first then water. :P Can’t use warm water cuz article said has to use hot water to kill the bacteria from powder ..

How old is your little one? I occasionally give mine cold milk - especially in hot afternoon! When it came to formula milk, I would put a little bit of hot water and shake to dilute the powder (and kill any bacteria) and then TOP up with regular tool temp or even cold water. That way don’t need to wait to cooled.

70deg is the best temp. it will not kill the nutrients. unless after u make the milk, put it in a bowl of tap water for a few min to cool it down
