I would use minced beef, if possible get them to minced it twice so it's breaks down into even smaller pieces. Secondly, boil the porridge, add in the beef, slowly cook for 10mins till beef is cooked. Simmer it any longer will result in tough meat

i usually just boil the porridge and minced beef in a slow cooker. i don't add salt. you can add carrots or brocolli too
