SPARK refers to Singapore Pre-school Accreditation Framework and is a certification given by ECDA (Early Childhood Development Agency) to preschools in Singapore to indicate that they have quality programmes. It does not affect school fees. There are many SPARK-certified preschools from PCF Sparkletots to private kindergartens.
