Putting things into their mouths is actually the way that they learn and explore whether something is safe - so it gets really normal even when they're not teething :(
Mine does the same thing so at all times I have to watch him closely he just put cat sand into his mouth earlier today
Get normal. Start to correct the behaviour by saying no. Be firm and consistent.
it is very common. Give him a teether and try to stop him gradually.
