Unable to speak more than 2 words

My daughter is now 18 months but still unable to speak more than 2 words clearly. Is it normal? But she can talk some words like mama, moon, star, etc

That's normal pa naman po. Lagi niyo pong kausapin sya, repetition of words. Then introduce din new words every time.
