Can you cord clamp and cord blood bank at the same time? Or is it one or the other?

Clamping the cord has nothing to do with cord blood banking. The cord has to be clamped when the baby is out in order to cut it. I suppose you're asking about Delayed cord clamping VS cord blood banking.
