SSS Maternity Reimbursement

Ask ko lang, when should you file your SSS Maternity Reimbursement? Dapat ba during nasa hospital? I saw na need nung Local Birth Cert Registry as one of the requirements. I'm a freelance worker now kaya I don't have an employer. Thank you!
