No, I think it's more suited for bigger kids. There are quite a few water play areas for toddlers which you can consider instead like port of the lost wonders in sentosa, waterplay area in singapore zoo or even the new splash @ safra punggol.
Unfortunately not. Even with a life jacket, its' not quite safe for a young toddler
