When babies start to stand, do they stand on their tip toes at all?

Babies are used to their legs stretched backwards pointing down which shortens the Achilles tendons. So it may be difficult for them to place their feet fully flat on the ground. It may take some time to flex and work out their calf muscles and Achilles tendon before they are able to put their feet flat. A child who tiptoes after 2 years old may be exhibiting signs of other conditions, but it may or may not be the case. Babies need to have a great muscle strength in order to stand. It is most likely to happen between 7th to 12th month. They will try to hold things like furniture, lamps etc. for support. While, toe walking is very common in babies, who have just started walking, please visit a doc if you observe it even after 2 years of age.

Yes, some children do stand and walk on their toes. Normally from 8th months babies start pulling themselves up, so need support. At 12 months, they should be able to stand along for a few moments before sitting back down.
