Fussy newborn

What to do when baby don’t want to sleep and be fussy/crying non stop? Burped after feeding, diaper empty, swaddled, carry and walk him around the house or room, rock him, white noise, pacifier on (but when he’s fussy he likes to reject pacifier or take it out with his tongue). Any advise pls mummies sometimes i would cry when he cries cause idk wht he wants
