Is it normal?

My baby is 13 months going to 14 months, she already can walk by grab to left and right , go down while standing , crawling , even can go up to a car toy but she still not confident to walk .. i always trying to carry or teach her hold both hands But she always dont want .. is it normal ? While mostly baby can walk step by step .. pleas give me a tips
