You can consider country clubs like Singapore Swimming club function hall - my colleague recently did her baby's 100 days there. It was about $45 per head for dinner and the venue was pretty and food was quite good. I believe lunch price is cheaper, should be able to do it for $30 per head, which is slightly out of your Budget.

Maybe you can consider condo function hall, the multi purpose hall at HDB or book a room at your nearest community centre? You can also rent a small bouncing castle, games station for the party.
