When the teeth’s not fully out, I use a damp clean towel to wipe the teeth and also the gums (I learnt that from the paed dentist during the weaning seminar). Sometimes I also use a silicone finger brush without toothpaste. Subsequently, with more teeth, I used low fluoride toothpaste eg. Kodomo (guideline amount is the size of a grain of rice, and put it on a dry toothbrush so that less foam forms.. then to wipe off the excess toothpaste after brushing)

No need to use toothpaste for now. Just use a soft infant toothbrush or a clean wet wash cloth or gauze to clean the front and back of each tooth

Use baby organic toothpaste, brand "jack n jill" from mothercare. I buy a plastic soft brush and brush the teeth
