Is it normal for babies to cry every time they get dressed?

Moms, my baby cries intensely every time we put clothes on after a bath. At first, I thought it was just discomfort or something they needed to get used to, but now I’m starting to feel like something might be wrong. We’ve been as gentle as possible and even try talking to soothe them, but the crying is so intense, like they’re in pain. Strangely enough, they’re fine as long as we’re not changing their clothes. Could there be an underlying issue? Or is this normal?
