Do babies root only when they’re hungry?

My baby sometimes roots even after she’s been fed an hour ago. Usually, this happens when she hasn’t been sleeping for about an hour. Don’t think she’s actually hungry but what else could it be? I’ve heard that infants should be fed on demand, but I’m not sure if I should be feeding her every hour.

There are babies who feed every half an hour. If you are breastfeeding, latch her and she wont suckle if she doesn't want. If you're bottle feeding, try to increase in smaller amount

For comfort. Sometimes is their mode of going to sleep. Nursing to sleep. So you are the pacifier. If you do not want to be the pacifier, find other modes to comfort baby.
