Paano mapupunta ang last name ng Tatay if nasa abroad ito?

Hello mga mamsh, just want to hear some of your advice, since malapit na po akong manganak this April and my partner is a Seafarer and he’s onboard until October. Is there any other way para mapunta sa kanya ang apelyido ng baby namin for certificate of live birth? If late registration, need ko po kasi ang certificate of live birth ni baby for my MAT2 since I’m employed as well. May mga nakapagsabi na gamitin muna ang last name ko kasi wala naman daw si Partner ko since need ng presence niya talaga for signature. I really need your advice/ insights about this, thank you in advance.
