Why different treatment to the same cases?

Would like to seek other mommy's experience sharing or experts comments. I delivered my baby in KKH. I still remembered the day I found I had blood on my pants (not much) but felt no contractions. then we went to KKH. The nurse gave me baby monitor and said monitoring for one hour and then another doctor came in and checked my uterus, saying almost 2 fingers wide opening. After one hour, they moved me to delivering room and said I need to inject Oxytocin. Until that time, I still didn't have contraction. My friend has same situation as mine. Found blood first, even she felt contractions not frequently. But when she went to KKH, the doctors asked to go back home until she has stronger contractions. My question is why different treatment to the same conditions?

Its pretty hard to gauge apple to apple even though u two may seem to have similar situations. Afterall the doctors may be assessed based on other conditions that you are not aware of. I’ve ever witnessed a lady had sudden contractions and has to be rushed to do emergency csect within mins! Luckily she’s in the hospital already...

Same as mine. But the doctor asked her to go home. The difference between us is she has her private doctor in KKH. Mine is general.
