opinion needed

Hi all, I just wanna ask for some help /opinions. I am the aunt.. I have a niece staying with me and my mum.. the parent is living in their own home since their daughter is 2 weeks old..now my niece is 3yo.occasionally parent will visit the daughter. Since then till now they do not have the capability to look after the daughter at all (financial wise and mentally) and they really do not care much about her well being. What kind of assistance can I get or maybb if possible adopt my niece so that her life will not be miserable?
