It could just be general awkwardness. Are you close to your parents in law? If not, I suppose your husband also feels a barrier. Get them involved in more family activities. Have lunch together. Play sports together. Games. Otherwise, there isn't much to talk about if there isn't a common topic for them to bond over. Maybe buy beer for the both of them at a pub for both your father and husband on a soccer night.
