Have you been to the Changi Beach Park or Pasir Ris Park yet? Both are awesome and have outdoor playgrounds there which may suit your needs! Polliwogs just opened in Eastpoint but I suggest you go on weekdays. The crowd was terrible when I went there over the weekend.
