I've read that the best time for a child to learn a new language is the same time when they are learning their mother tongue. So if you're teaching your child English and he's around 3, chances are, introducing a new language around the same time will be good.

As young as possible. The brains of children less than 5 years are more receptive to learning the sounds of the new language. After that, they are still able to learn a new language but it will be slower work.
