Inconsiderate neighbour upstairs

Hi what to do when u have inconsiderate neighbour upstairs.. Kids jump bang things even night so noisy and the mother also smoke,, I have 1 yr baby who smell the smoke also my baby can't sleep properly because of the kids upstairs jump run.. I already talk to them but they keep saying they are not the one cost noisy 😒then who the one run here run there and bang things.. Haist we just newly move in this house if I know how noisy are neighbour upstairs I shouldn't buy this area. Any advice thank you
