Is it true that drinking milk that has high level of DHA can really contribute on a child's multiple intelligence development?

Possibly. I've read in a study that DHA is vital for visual and cognitive development among infants. Among toddlers, DHA supplementation may result in better cognition and behavior. But personally, I believe that multiple intelligence doesn't completely rely on DHA. Honing a kid's abilities can even be more effective.
