8months refuse to drink plain water.

Its ok not to drink water. My son didnt like plain water either. What I did was I just slowly dilute his fm bit by bit(he was eating well) over a few months until fully become plain water and wean him off fm at the same time. While dg that i also let him practice drinking milk using straw in cup to make him familiar with normal water bottle & decorated the bottle with his favourite cartoon characters stickers.
