side hair like botok

My son hair both side look botok. When he 1mth I didnt shave his hair till botak. Ard 4mths then cut short only. Now his side hair cant grow. Shld I cut botok so that his hair can grow back nicely?

It's bald or looks botak? If botak I think it's fine. If it's bald and it's shiny then need to consult dermatologist.
