My baby girl who is now almost 11 months has been grabbing her private parts regularly these last 2 weeks. Is this normal?

Yes it is normal. My daugther did it too when she was young. My son who is 2 years old now does it at times too. They are curious about their physical body actually. For me I will try to wear diaper or pant for her quickly after bath.
