Is it normal for a baby seldom cries?

Hi mga mommy, my baby is 3 months old I am worried coz she seldom cry, she seldom cry when shes hungry, had wet diaper or sleepy. She has this expression when she is not comfortable through voicing out aaaaahhhhh aaaaahhhh aaaaaahhh or ah ah ah then stop after few seconds she continue ah ah ah until shes comfortable. I know this is not her cry coz we had a neighbor that has a fuzzy baby his 6 or 7 months old and I always hear him cry. Is it normal for a 3months old baby girl not to cry in a day???
