Heat Rash or Ezcema?

Hello! My 6 months old LO have these rashes look on his lower back for about a week already~ Not sure what is it, do you all think is heat rash or eczema? What should I do? His other parts of the body area are all fine..

This is heat rash. Best to consult doctor, get cream and medication. Not eczema, as eczema will be usually dry skin, flaky skin. Do not use steroid.
