How to prevent the low level of amniotic fluid?

I was admitted on my 7th month pregnancy on my first born. The fluid gets normal but when im on its 37th weeks it bacame below the average again so the OB decided and asked me if its okay to CS. Then I agreed because the heartbeat of my Baby is skipping.
