Beansprout husks

I wanna get some beansprout husk make pillow for myself n baby. Can I just take it from the wet market? How do I do so? Is it free or do they charge? If they charge how much the costs?

My mother got it from the wet market and was free. She told the stall owner and they kept it for her.
