Babies, especially newborns, sleep alot. If your baby is sleeping 13-15 hours per day, this is within normal ranges. If your baby is sleeping less, this may or may not be enough sleep. Depending on your baby's age, a typical baby will sleep 11-12 hours at night and 2-3 hours during the day. One way to tell if baby sleeps too much is to observe baby's interaction in general. Normally, when baby is hungry or need attention, baby will cry to get those needs satiated. If a baby sleeps too much, he or she will not initiate much interaction. Mothers end up having to wake baby up for feeding.
