Week 33 baby low weight how?!

Hihi, I have been visiting the doc almost every week since late second trimester to monitor baby’s growth as baby tend to measure small whether is it the head, body, leg or weight. Found out that it might be due to the small umbilical cord hence delivering less blood (food and oxygen) for baby… baby’s blood pressure is also on the higher side cus of that. I have been eating avocado, drinking milk, and eating almost anything hoping for baby’s growth to be on track. I have been gaining weight steadily but it isnt the case for baby. It just doesnt seem to be helping and i always feel disappointed after each visit… Any mummies out there who had the same issue and how did you manage to make baby grow more quickly? I am really worried and i may need to consider csect if baby weight continues to be low and blood pressure continues to be high. Any kind advice out there to help a FTM here? ); TIA…!
